«Прямоугольное полотнище с отношением ширины к длине 2:3 разделённое на две полосы — красную в 3/4 ширины и зелёную в 1/4 ширины. В центре поверх обеих полос белые косым крестом положенные молот и кирка, поверх них жёлтый сноп, перевязанный зелёной лентой с выступающими по бокам концами».
