«Прямоугольное полотнище с отношением ширины к длине 2:3, воспроизводящее композицию герба Константиновского района в сиреневом, синем, жёлтом и белом цветах».

Описание герба: «В пурпурном поле нитевидно окаймлѐнная серебром и обременѐнная двумя серебряными сообращёнными рыбами речной породы пониженная волнистая лазоревая перевязь, поверх положенного накрест с ней серебряного пернача; всё сопровождено вверху четырьмя золотыми виноградными гроздьями, сложенными в крест и окружѐнными по сторонам и внизу шестью золотыми колосьями, вырастающими из единого стебля».
