“ Флаг города представляет собой прямоугольное полотнище. Отношение ширины флага к его длине — 2:3.

Флаг города трёхцветный. В основании флага у древка лазоревый треугольник и две горизонтально расположенные полосы — зелёная и красная. В центре лазоревого треугольника помещён герб города Клинцы. Высота треугольника — 1/3 от длины флага.
