Прямоугольное полотнище с отношением ширины к длине 2:3, состоящее из двух равновеликих вертикальных полос зелёного (у древка) и синего цвета, несущее композицию фигур из герба муниципального района — жёлтого, посередине, двойного (патриаршего) креста с пятью верхними трилистными концами и расширяющимся нижним концом, соединённым с такой же, дважды вогнутой, полосой вдоль нижнего края полотнища, общей шириной в 1/6 ширины полотнища, с зелёной княжеской шапкой в центре, имеющей чёрную опушку и жёлтое над ней украшение („городок“) с красным самоцветом, сопровождённые у древка белым лосиным рогом, а у свободного края — белой с красными плавниками и хвостом всплывающей к кресту рыбой
